Ordinances & Permit Information

Alcoholic Beverage Consumption/Possession
It is unlawful to possess or consume any alcoholic beverage upon any street, avenue, alley, sidewalk, stairway or thoroughfare, or any other public property.

Bicycles & Skateboards
It is unlawful to ride a skateboard on any sidewalk in the Community Commercial and Highway Commercial zoning districts (downtown) or on private property unless you have permission from the property owner.
Bicycles shall not be ridden on sidewalks around Center Square nor within one block of the Square.
Building/Zoning Permit
A zoning permit is required for erection, reconstruction, restoration, alteration or demolition of any building.

Burning
No open burning is allowed between the hours of 6:00 pm and 7:00 am.
Curb & Sidewalk Permits
A permit is required for construction, reconstruction or repair of curbs and sidewalks in front of or along a property line. Proper specifications for sidewalk work are available.

Curfew Code
It is unlawful for any minor (under the age of 18) to be out between 10:30 pm and 5:00 am Sunday through Thursday and 11:00 pm through 5:00 am Friday and Saturday unless accompanied by a parent/guardian or in possession of a written statement from the parent/guardian or employer stating the time, place, purpose and necessity of the minor being out after curfew.
House Numbers
Every building shall be numbered in a conspicuous place readily seen and read from the street where emergency vehicles gain access. Each number shall be at least 3 inches tall.
Leaves, Fall Leaf Collection
Residents are responsible for disposing of leaves from their yards. Raking leaves onto the street is prohibited.
Borough employees collect leaves that naturally fall onto the street or sidewalk area during October and November.
Property Owners & Tenants
All changes and/or transfers of ownership of real estate, mobile homes or tenancy in a tenant-landlord relationship shall be reported to the Borough Office.
Retail Merchants
Anyone engaging in a transient retail business must obtain a license from the Borough. The license shall be exhibited upon request of any resident of the Borough.

Shade Tree Permits
Any removal, planting, trimming or moving of trees or shrubs within any street right-of-way requires a permit from the Commission at no charge. The proposed work cannot begin until a permit has been granted.

Sign Permit
A zoning permit is required for the erection of any sign for business, industry or customary home occupation.

Smoke Detectors
At least one smoke detector shall be installed in each dwelling unit to protect the sleeping area.
Snow, Removal from Sidewalks
Snow and ice must be removed or treated within twelve (12) hours after the snowing and/or sleeting stops.

Snow, Throwing Snow and Ice into the Streets
Throwing snow and ice onto the street is prohibited. Depositing snow on or immediately next to a fire hydrant is also prohibited.
Weeds
Maximum height of grass, weeds or any vegetation is ten (10) inches. Grass, weeds or vegetation are defined as any vegetation that is not edible, useful or ornamental.
Yard Sale
It is unlawful to conduct a yard sale without a permit. The permit costs $5 and the approved yard sale must be held within 15 days of the issuance of the permit for that yard sale. Non-profits, charities, and service organizations may obtain a permit at no cost. There is no waiting period for the permit.
The ordinance limits residents to no more than 2 yard sales per year, signs must be removed promptly and no sale can continue more than 2 consecutive days.
